Kenyan, 56, Arrested in Zambia Over Alleged Plot to Launch Election Cyberattacks

Zambian authorities have arrested a 56-year-old Kenyan national accused of being contracted to carry out cyberattacks targeting state infrastructure ahead of Thursday’s general election.

The Ministry of Home Affairs and Internal Security said on Wednesday that the arrest followed an intelligence-led operation involving several defence and security agencies. Officials have not disclosed details of the alleged cyber activities, but said investigations were continuing to determine the full extent of the suspected plot.

The ministry said any attempt to undermine Zambia’s democratic process would face legal consequences. Three former senior government officials were also arrested and accused of providing technical expertise intended to disrupt electoral systems. 

Authorities said electronic devices seized from the suspects contained sensitive military intelligence, raising concerns over unauthorised access to protected information. Three other people were summoned for questioning after they were found in possession of more than K7.3 million, worth about KSh50 million. Authorities have not established the source or intended use of the money. 

Their lawyers said the suspects would co-operate with investigators after 14 August. The arrests come as Zambia prepares to elect its president, members of Parliament and municipal councillors. President Hakainde Hichilema is seeking a second term in the 13 August election. Security authorities have warned that interference with critical systems or threats to national security will be prosecuted.

The developments also have implications for Kenya, where the Independent Electoral and Boundaries Commission (IEBC) is under pressure to deliver a transparent and credible election in August 2027. Earlier this year, the IEBC hosted officials from the Electoral Commission of Zambia in Nairobi for a peer-learning mission focused on electoral processes and integrity.
