Of particular concern is Section 9 (4) of the COB Act, which precludes her involvement in any aspect of budget implementation. This exclusion raises questions about the logic of approving fund allocations without subsequent oversight of their utilization. Dr Nyakang'o further cites a discriminatory salary structure imposed on her office and delays in the implementation of COB recommendations by accounting officers as factors complicating the efficient execution of her office's functions.
Addressing the persistent issue of questionable pending bills, she emphasizes the need for a reassessment of revenue targets to tackle the root causes of these financial challenges. The CIOC, led by Gathoni Wamuchomba, has pledged support to Dr. Nyakang'o, committing to provide necessary legislation to enhance the effectiveness of her office. A follow-up meeting has been scheduled to discuss specific legislative proposals aimed at bolstering the mandate of the Controller of Budget. Since her appointment on December 4, 2019, Dr. Nyakang'o's tenure has been characterized by a steadfast commitment to transparency and accountability in public finance management.
