Gachagua Admits Gov’t is Struggling to Pay Salaries for Civil Servants

Deputy President Rigathi Gachagua has admitted that the Kenya Kwanza administration is having challenges in paying the salaries of civil servants.
Gachagua, who spoke at a church service in Mathira, Nyeri County on Sunday, said the financial challenges have also affected the disbursement of funds to counties.
“It is true we are having challenges in paying salaries, giving money to governors. Because the handshake government ripped this country, they borrowed money left right and centre. Because we are a responsible government, we have to pay this money,” said Gachagua.
The deputy president pointed out that some of the loans matured last week and the government was forced to pay the debt.
“What we collected the last two weeks was sufficient to pay the loans. What we are collecting this week will pay salaries and other requirements,” he added.
Gachagua maintained that the Kenya Kwanza administration inherited what he termed a “dilapidated economy” with empty coffers, adding that they have had to rebuild everything from scratch.
“We are in a difficult situation, we are not the ones who borrowed the money but have to pay because it is owed by Kenya. William Ruto cannot run away from those debts even though he did not incur them,” Gachagua said.
Members of Parliament are among public servants who are yet to receive their salaries for March due to the cash crunch.
Economist David Ndii, who heads Ruto's Council of Economic Advisors, said the delayed salaries were a result of the country’s huge debt.

@juju you are no different with the likes of Gachagua. Singing the same song over and over again. I just give you an example of Obama. He never kept on blaming Bush rather focus on building the economy. For your information government doesn't bank money or have savings accounts because it depends on revenue collection. They collect money and spend. We say government is broke when it's unable to meet obligations.

Rigathi, we are sick and tired of listening to your daily excuses about the lack of funds and who is responsible. Have you forgotten the money you recently allocated for new vehicles and appointing deputy secretaries against the Constitution? The source of the problems lies squarely on you and your boss Kipchirchir Samoei.
HOW COME?
When he was the vice president for 10 years, he focused on building motels (Weston), raising chickens and selling eggs, studying and finished his doctorate, going to churches every Sunday in order to bribe the con artists running these institutions, campaigning almost daily while getting state security and collecting his salary and all the benefits that go along with being a vice president. Sad and unfortunately, your boss spent very little time analyzing issues of importance affecting the nation of Kenya or learning the basic duties of a president.
SOLUTION:
Kenya can do much better without you and Samoei. We cannot wait until 2027, I strongly recommend and suggest that both of you resign immediately and spend the rest of your free time praying to your Roman/Jewish "god." If prayers were heard, Kenya would have been a paradise by now. At the moment, Kenya and Nigeria are former British colonies that are leading in crime and theft of public property although praying useless prayers 24/7 that are getting us no where.
Prayers are based on superstition whose origins dates back to the stone - age generation. Please, do not take us back to those days of ignorance and superstition.

The deputy president is making it sound like there is a warehouse where money is kept. The Treasury does not have a warehouse of storing money. Money keeps coming from taxes and other sources then goes out to pay salaries and run other projects. It sounds as though this government took all the money in the beginning days of their administration.
One more question: If there is no money, why do we need those new positions for permanent secretaries at ksh 780,000.00 a pop?
