Super Metro Limited, a major public transport operator in Kenya, has had its operating license suspended by the National Transport and Safety Authority (NTSA) effective March 20, 2025, following numerous safety regulation breaches.
The NTSA's action underscores the agency’s commitment to enforcing stricter road safety standards and ensuring operator accountability. The suspension was triggered by a series of violations, including expired inspection certificates, road service licenses, and outdated speed limiter certificates.
“This is to notify the Public that the Authority has suspended Super Metro Limited’s operator license until the Company fully complies with the Public Service Vehicles Regulations, 2014 and other set conditions," NTSA said in a statement.
The NTSA also cites missing speed limiter records and a lack of vendor details for these devices as contributing factors. Further, a number of Super Metro drivers lack the necessary professional qualifications mandated for public service vehicle operators.
In order to have its license reinstated, Super Metro must submit 294 vehicles with identified violations for compliance checks at the Likoni Motor Vehicle Inspection Centre. In addition, 42 drivers flagged for speeding offences are required to undergo retesting at the Likoni Driver Test Centre.
“The Company must present 294 vehicles with violations for compliance inspection at Likoni Motor Vehicle Inspection Centre and obtain compliance reports for all the vehicles. Present 42 drivers, out of the 109 drivers with speed violations, for a retest at the Likoni Driver Test Centre," NTSA stated in the statement.
This action comes after 64 drivers previously failed a retest on March 10, leading to the suspension of their driving licenses. Beyond vehicle and driver compliance, the NTSA has mandated comprehensive internal reforms within Super Metro. The company is required to immediately remove unqualified drivers from service and submit signed contracts for all drivers and staff.
A mandatory road safety sensitization program for all Super Metro drivers has also been ordered, with detailed documentation of the sessions required, including reports, photographs, minutes, and attendance records. The NTSA plans to conduct a thorough compliance audit of Super Metro Limited after these conditions are met.
“The Company must conduct Road Safety Sensitization for ALL its drivers and submit to the Authority the sensitization report, photos, minutes of the session and the attendance register. The exercise shall be facilitated by NTSA officers," NTSA said.
