UDA Pledges to Continue Raila’s Legacy Through Full NADCO, 10-Point Agenda Implementation

The United Democratic Alliance (UDA) has pledged to fully implement the reform agreements reached with the late Raila Odinga.

UDA secretary general Hassan Omar said in Vihiga County that the party remains committed to delivering the measures set out in the National Dialogue Committee (Nadco) report and the 10-point agenda endorsed earlier this year by President William Ruto and Raila. He said that honouring the accords “to the spirit and letter” would recognise Mr Odinga’s contribution to national dialogue and support the government’s Bottom-Up economic strategy.

The Nadco report, completed in November 2023 and tabled in Parliament, outlines a series of constitutional, legal and policy reforms negotiated by representatives of UDA and the Orange Democratic Movement (ODM). Its proposals include reducing the cost of living, restructuring the electoral commission, auditing the 2022 presidential election, and creating offices for the Leader of the Official Opposition and the Prime Minister. 

It also recommends constitutional protection for key public funds such as the NG-CDF and NGAAF, as well as new mechanisms to enforce the two-thirds gender rule.

Work to put these proposals into effect began in August 2025, when a committee was established to oversee implementation. Government officials argue that the reforms will help address long-standing political and economic concerns while strengthening governance.

The 10-point agenda, signed at the Kenyatta International Convention Centre in March 2025, provides a broader framework for cooperation between UDA and ODM. It sets priorities in inclusivity, devolution, debt management and anti-corruption efforts, and affirms commitments to youth opportunities, integrity in public office, peaceful assembly and respect for the Constitution. 

At the signing, Raila described the agreement as a necessary step to ease national tensions and encourage collective action. Raila died on 15 October in India while receiving treatment for cardiac arrest. His death has added urgency to the commitments made under the two agreements, which UDA has framed as a way to continue his political legacy.
