Ahmed Issack Hassan Steps Down as IPOA Chair

Ahmed Issack Hassan has stepped down as Chairperson of the Independent Policing Oversight Authority (IPOA) following his appointment as a judge of the Court of Appeal. 

His resignation, effective immediately, was in line with statutory requirements.

Hassan, who had been at the helm of IPOA since 2024, is succeeded in an acting capacity by Vice Chairperson Anne Wanjiku Mwangi, while the process to appoint a permanent replacement begins. IPOA confirmed that the handover is being conducted in accordance with Section 11 of the IPOA Act.

Justice Hassan’s judicial appointment fulfils a long-held ambition to serve on the bench, as he noted during his interview with the Judicial Service Commission. His first posting as a Court of Appeal judge will be in Nakuru.

Hassan’s resignation comes at a time of increased public scrutiny over police accountability, and his departure leaves IPOA navigating a period of transition. Mwangi’s interim leadership is expected to maintain continuity, but the authority will face the challenge of ensuring stability and progress in its oversight work.
