Cabinet Secretary Ruku has entered the race for the Nairobi governorship, launching a direct attack on the record of incumbent Governor Johnson Sakaja and adding a high-profile name to an increasingly crowded contest for control of Kenya's capital city.

Ruku's declaration, reported by the Daily Nation, places the Cabinet Secretary among a growing list of aspirants seeking to unseat Sakaja in the August 2027 general elections, with the battle for Nairobi already drawing heavy political interest well ahead of the national polls.

The challenge to Sakaja was anchored in the incumbent's record in office, with Ruku making the governor's performance since 2022 the central issue of the bid for a seat that carries outsized visibility given Nairobi's status as the country's political and commercial centre.

Sakaja has served as Nairobi Governor since August 2022, when he won the seat on a United Democratic Alliance ticket after previously representing the city as Nairobi Senator in the upper house of Kenya's Parliament. He defeated Polycarp Igathe in that election to take charge of the county government, and a successful re-election bid in 2027 would hand the governor a second and final term under the constitutional two-term limit for county governors.

Ruku's candidacy adds a further dimension to the emerging race. The Cabinet Secretary serves in the national Executive appointed by President William Ruto, while Sakaja was elected on a ticket linked to the coalition that backed Ruto's 2022 presidential campaign, meaning the contest for Nairobi now features two figures drawn from within the same broad political establishment.

Cabinet Secretaries in Kenya are nominated by the President and vetted and approved by the National Assembly before assuming office, and they are constitutionally barred from simultaneously serving as Members of Parliament. The positions are full-time roles within the Executive arm of the national government.

Kenya's election laws also require public officers seeking elective office to resign their positions, a requirement that has in previous election cycles forced Cabinet Secretaries to leave the Executive before entering county and national contests, a step that now stands before any Cabinet Secretary pursuing the Nairobi seat.

The declaration comes amid a running dispute over one of the county's most visible city-centre undertakings. A court has rejected an application to stop the Nairobi County government's cabro paving project in the central business district, according to the Daily Nation, after parties moved to court to halt the works, clearing the way for the programme being carried out under Sakaja's administration to continue.

Nairobi is the seat of the national government and the country's economic hub. The county is one of the 47 devolved units created under the Constitution of Kenya 2010 and is the most populous of them, with its governor responsible for devolved functions including county transport, markets, waste management, county health services and fire services, working alongside a county assembly that oversees the Executive.

The Nairobi governorship has rotated among rival political camps since devolution took effect. Evans Kidero served as the first governor from 2013 before Mike Sonko won the seat in 2017, and Sonko's impeachment in December 2020 led to Ann Kananu completing the term ahead of Sakaja's 2022 victory.

The Daily Nation described the emerging field as crowded, with Ruku becoming the latest figure to declare interest in the seat ahead of a race expected to attract aspirants from across the political divide given the capital's profile, population and revenue base.

Kenya's next general elections are due on the second Tuesday of August 2027 in line with the constitutional cycle of national polls every fifth year, and aspirants will first have to clear party nomination hurdles before facing voters for the capital's top county job.
