Kenya's Agriculture and Food Authority (AFA) has implemented restrictions on avocado exports, effective October 25, following revelations of insufficient production levels for the current season.
The directive specifically prohibits sea shipments of Hass, Pinkerton, Fuerte, and Jumbo avocado varieties, limiting exports exclusively to air transport. The AFA has established rigorous export clearance protocols in response to these challenges. All consignments must now undergo a thorough inspection by the Directorate and provide comprehensive traceability information. This requirement applies uniformly across the industry, affecting exporters, importers, and processors of avocado fruit.
The authority plans to closely monitor avocado maturity patterns and will conduct a comprehensive review of these restrictions in December 2024. Intelligence reports have raised concerns about potential regulatory evasion, particularly regarding exporters attempting to circumvent the ban by concealing avocados within mango shipments. Such practices violate Section 20(5) of the Crops (Horticultural Crops) Regulations, 2020, prompting the AFA to enhance its inspection protocols for all fruit exports. Consequently, mango exporters must now follow stringent verification procedures by submitting inspection applications through designated official channels and indicating pack house locations for proper inspection.
"Those seeking to apply for physical inspection of mango consignments can do it through directorhcd@afa.go.ke and comply the same to hcdtechnical@gmail.com. The application should clearly state the location of the pack house to facilitate inspection," the directive reads.
