The General should watch his back at all times because he should not trust Ruto! Again Ruto was scared to jump the next chief of staff not to have a mass fallout in the military. He still wants to set the current general for a failure so he can install a Kalenjin in that office!
Kibaki and Uhuru didn't observe Tonje rules but no mass fallout. Military have no political power. President has discretion
Not sure about dhat?
