Former Jubilee Strategist Drafts Bill to Expunge Four Nyanza Counties from Kenya

A voter wants four counties in former Nyanza Province expunged from Kenya. Dr Washington Makodingo, a public policy expert affiliated to President Uhuru's Jubilee Party, has drafted a bill that seeks to have four counties of Siaya, Kisumu, Homa Bay and Migori thrown out the Kenyan territory.

The Bill also proposes that Kuria West and Kuria East constituencies, which are currently under Migori County, shelved from Migori and into a new Kuria County. The two Kuria regions have constantly aligned themselves with Jubilee.

Makodingo argues that the four Nyanza counties obeyed calls by opposition leaders to boycott and block the October 26th repeat presidential election and have been calling for seccession.

“The residents of these constituencies have continuously expressed their wish to be excluded from the territory of Kenya. The objective of this Bill is therefore to amend the Constitution to grant these residents their wish by excluding them from the territory of the Republic of Kenya,” Dr Makodingo argued in the draft Bill to be tabled to Parliament.

The new bill comes after Homa Bay Town MP Peter Kaluma drafted a similar Bill seeking the secession of 40 out of the Kenya’s 47 counties .

“Every person who was a citizen immediately before the effective date retains the same citizenship status as of that date except for citizens who, within ninety days of the effective date, choose to renounce their citizenship owing to their former counties no longer being within the territory of Kenya,” part of the Bill by Dr Makodingo reads.

Mokodingo has previously worked as a strategist for Jubilee Party.

There are no winners in this game. A mirror image proposal put out only yesterday by one Kaluma and having received 56 comments here (though half of them are fatuous rebuttals by a certain red eyed troll), sought to segment out a certain macro nation. It didn't take to long to get a copy cat proposal seeking to make the hunter, the hunted. Another macro nation targeted. We have reached the level of dumb. I wonder how low we need to go before we jump out of our stupor!

Some attention seeking bodies are now doing anything they can to get their 15 mins of 'fame'! The counties that want to opt out are more than 4 counties and all of them are not located in western. So what's the point of listing only 4 counties in his draft?

They need to stop this kind of nonsense whether the constitution says it is legal or not. It will lit the fire they cannot be able to put off. That constitution needs to be thrown away and rollback the old constitution and if necessary call back Moi from his retirement.

Looks like some of our legislators are pretty idle. Suddenly we are witnessing this barrage of bills to secede,or omit some counties from Kenya.
We dont need this kind of bills.
If bills to improve housing, hospitals,jobs, security were tabled,then wananchi would be happy to see their representative have them in mind.
These useless bills of seceding wont improve the welfare of the common mwananchi.

Daktari, Mak well done. It is politics made easy. From my bird's view I think we need more of this to counter nasa intrigues and hallucinations. You got to talk when you have a chance otherwise you will "cry in the toilet" and as my mother admonished (on my youthful irrational and cowardly moves), "if you do not speak out to be heard in time, you will cry OneDay@manytimes and make me cry too". An academic exercise like kaluma's can only be wrestled academically. The practicality of it all notwithstanding, that engagement is healthy-contrary to popular believes. If all men spoke out their "madness" openly, there will be fewer "lunatics" out in the street acting it out.

Kenya will never be spit into two. People talking about splitting the country into two are lunatics who are taking advantage of the current crisis to build their names. Who would have known Kenyan Parliament had an MP who had such yellow teeth and red eyes until Perter Kaluma came along with his hallucinations?. Now he is a household name although in the wrong way. Kenya is not a sophisticated country and many of its sick leaders goes undiagnosed. More than half of Kenyan leadership is mentally sick. For instance, in his latest book on mental health problems and leadership crisis in Eastern Africa Dr. Koni Hanene notes that both Tanzanian President John Magufuli and Kenyan Opposition leader Raila Odinga have psychopath personalities that is undiagnosed. He argues that both men exhibit a personality disorder characterized by persistent antisocial behavior, impaired empathy and remorse, and bold, disinhibited, egotistical traits. Raila has been listed in the same league as late Idi Amin of Uganda and Pol Pot of Cambodia in terms of atrocity he has committed through incitements. However, because of Kenya government and UN ICC complacent he is never punished for those killings.

It would be prudent if these four counties were given the autonomy to separate from Kenya. Yoweri may take take care this business beyond Migingo.

Jubilee should table their secession bill and allow it to run in a referendum which will reguire 65% votes to pass... “Wembe ni ule ule!” Many peace loving Kenyans would love to see Luos go where they will be happy. We are sick and tired of daily threats of violence to our security. The 4 counties would also have a chance to vote to remain in Kenya regardless of what Raila wants for them, this will be their avenue to recommit to Kenya and it's constitution.
