Kwale County to Impose Hefty Taxes on Muguka Trade, Hiking Fees by 3000%

Kwale County to Impose Hefty Taxes on Muguka Trade, Hiking Fees by 3000%

Governor Fatuma Achani has unveiled a plan to increase charges on miraa in a bold move to address the growing concerns surrounding the supply and sale of Muguka in Kwale County.

The proposed hike would see fees soar from Sh10,000 to a staggering Sh300,000 per lorry to make Muguka unaffordable for the majority of consumers. Governor Achani made this announcement during the Madaraka Day celebrations emphasizing that the new charges will come into effect upon the approval of the County Finance Bill for the fiscal year 2024/2025. The decision to raise charges on Muguka is rooted in the county's commitment to regulating its consumption and mitigating the harm it poses to the community. Governor Achani addressed recent claims suggesting her support for the sale of Muguka within the Coast, firmly dismissing them and highlighting the detrimental effects of the crop on her constituents.

By imposing such substantial fees, the county aims to ensure that even if Muguka is sold within its borders, it will remain out of reach for those who cannot afford it thereby striking a balance between economic considerations and public health concerns. While neighbouring counties have opted for an outright ban on Muguka, Kwale County has chosen a different path. Governor Achani has decided to allow the sale of the crop but with rigorous monitoring and regulation. This approach seeks to prevent harm to the younger generation while navigating the complexities of existing legal frameworks.

The county acknowledges that an immediate ban may not be feasible due to legal intricacies and has instead chosen to work within the established legal processes to regulate Muguka's use. Governor Achani's stance on substance abuse extends beyond Muguka as she calls upon residents to combat not only its consumption but also the use of other illicit substances such as bhang (cannabis). By advocating for responsible use and regulation, the county aims to find a balance between safeguarding public health and respecting individual rights. The governor's decision has not been without controversy, particularly in light of the bans implemented by neighbouring counties. Questions have been raised about Kwale County's decision to diverge from this approach.

Governor Achani has clarified that her decision is guided by legal considerations and a commitment to adhering to established legal processes. While an outright ban on Muguka might appear to be a straightforward solution, the county leadership remains dedicated to operating within the confines of the law to ensure its regulated use.

"As the leadership of this county, we join the rest in fighting the misuse of Muguka. Of course, we will not ban the use of Muguka because of legal issues. However, we are also following the stipulated legalities to ensure that its use is regulated." Governor Achani said.
