Uganda President Yoweri Museveni has threatened to deport the Turkana people in Uganda within six months for participating in cattle rustling and smuggling of illegal guns.
President Museveni issued an executive order dated May 19, 2023, calling on the Turkana population in Uganda to return the cattle they have stolen in the Karamoja region around Kobebe Dam. He lamented that the presence of the Turkana herders in the region has since destabilised his country. The executive order issued a stern warning that once expelled from the country, the Kenyan Turkanas will not be granted entry into Uganda again with their cattle.
“I give the Turkana population, 6 months to implement my directives. If, however, the issue of the guns illegally entering Uganda, the hand-over of the criminals who killed our Geologists or the use of traditional justice and the return of the stolen cattle, are not resolved, I will have no alternative but to expel all the Kenyan Turkanas and their cattle and they will never be allowed to re-enter Uganda with their cattle,” the executive order reads in part.
The executive order comes after a Ugandan martial court sentenced 32 Kenyans to 20 years in prison for possessing firearms in the country. The Turkana herders pleaded guilty, however, they were convicted to serve jail terms at Moroto Government Prison in Northern Uganda. The herders were from Olum in Lodwar. According to Mr Museveni, the Turkana herders were allowed into the country to smuggle their cattle but not to smuggle guns. He lamented that the herders ignored the command, proceeding to arrange raids and rape women in the Karimajong area.
President Museveni has given President Ruto's administration 6 months to provide 2,245 cattle stolen by the Turkana herders and also hand over herders accused of killing 3 people in Uganda.

In 1979 Uganda exiles in Tanzania, Kenya led by Gen Tito Okello, Gen Bazillio Olara Okello, Gen Oyite Ojok supported by Tanzania President Julius Nyerere and Kenya VP Oginga Odinga launched a rebellion against Idi Amin through Mwanza/L Victoria restoring President Milton Obote . In 1982 VP Oginga Odinga supported Kenya Airforce coup against Daniel Moi led by Senior Private Hezekiah Ochuka, Sgt Pancreas Oteyo Okumu,Sgt Ogidi Obuon,Sgt Samuel Opiyo,Cpl Obuon,Capt Agola,Fenwicks Chesoli,Cpl Njereman,Major Mutua .
In 1980 Yoweri Museveni disagreed with Obote and Launched Luweero war . Gen David Oyite Ojok(one of best trained soldiers in Uganda history,at least 6 years EU,US) died in a plane crash on his way to Luweero . This changed the direction of the war . Between 1981-86 Paul Kagame and Fred Rwigema together with other banyarwanda tutsi exiled in Uganda fought alongside Yoweri Museveni in Uganda . In 1985 regional/nepotistic disagreements between Uganda National Liberation Army Commander, General Tito Okello(Luo-Acholi) and President Milton Obote(Luo-Langi) over the promotion of Smith Acak Opon(Luo-Langi) to replace the late Gen Oyite Ojok(Luo-Langi) instead of General Bazillio Okello(Luo-Acholi) caused a coup against Milton Obote .
Gen Tito Okello became president in 1985 and Gen Bazillio Olara Okello became army commander in Uganda . Daniel Moi of Kenya called peace talks in Nairobi between Yoweri Museveni and Gen Tito Okello . The agreement(witnessed by Ambassador Bethwell Kiplagat of Kenya) required Gen Tito Okello to be president and Yoweri Museveni to be vice president . Gen Tito Okello proposed Harvard Trained Uganda Lawyer exiled in Kenya Ambassador Olara Otunnu(Luo-Acholi) to be president after transition to civilian rule . Gen Bazillio Olara Okello proposed Oxford trained London based Urologist Dr Henry Obonyo(Luo-Acholi) to be president after military transition .
THE TALKS COLLAPSED when Soldiers allied to Yoweri Museveni and led by Rwandans Paul Kagame and Fred Rwigema continued a push against Gen Tito Okello led Soldiers mostly Luo-Acholi,Luo-Langi in Uganda including Airforce Commander Major Alfred Otto, Airforce Cpt Harry Oluoch,Cpt Peter Oringi,Major Stephen Abili,Lt Col Wilson Okonga,Lt Col John Ogole, Buffalo Commander Major Eric Odwar and others .
Yoweri Museveni became president of Uganda in 1986 . Paul Kagame became head of intelligence in Uganda and moved to the US FOR MILITARY TRAINING . In 1987 a rebellion against Yoweri Museveni was launched by LRA Luo-Acholi led by JOSEPH KONY , Alice Auma Lakwena , Dominic Ongwen , David Otti, Okot Odhiambo ,Raska Lukwiya ,Nixman Opuk Oryanga ,Ceaser Achellum ,Bunia Ocan . By 1990 banyarwanda tutsi led by Fred Rwigema , who had been deputy defense minister in Uganda, had launched an offensive against president Juvenal Habyarimana of Rwanda .
After the death of Fred Rwigema Paul Kagame returned to Rwanda and became head of RPF (The precursor to RPF ,Rwanda Alliance for National Unity was founded in 1979 in Nairobi Kenya by Banyarwanda tutsi exiles in Kenya) . Habyarimana plane was downed in 1994 . By 1996 Paul Kagame and Yoweri Museveni supported Laurent Kabila against President Mobutu Sese Seko in Congo . Laurent Kabila was also supported by Banyarwanda tutsi in Congo(Banyamulenge) who form the bulk of M23 led by Sultani Makenga . Laurent Kabila became President in Congo in 1997 . Paul Kagame became president in Rwanda in 2000 .
