Kenya Seeks Public Participation on Draft Diaspora Policy 2024

The Kenyan government is actively shaping its relationship with its diaspora community through the development of the Kenya Diaspora Policy 2024.
Recognizing the evolving landscape of migration and the increasing importance of diaspora communities, this policy aims to comprehensively address the needs and aspirations of Kenyans abroad. Migration is a cornerstone of human history, and diaspora communities play a critical role in the development of both their adopted homes and their countries of origin. A 2022 World Migration Report estimates that nearly 3.6% of the global population, or roughly 281 million people, were international migrants in 2020. Africa itself is home to 10% of these migrants, with intra-African migration on the rise.
Kenya acknowledges the significant contributions of its diaspora, estimated at four million strong in 2023. Financial remittances, skills transfer, and technological expertise are just some of the ways Kenyans abroad fuel progress. This new policy builds upon existing international frameworks including the Global Compact on Migration and the UN's 2030 Agenda for Sustainable Development. It aims to foster a supportive environment for diaspora engagement and achieve sustainable development goals.
The policy acknowledges the multifaceted nature of Kenyan identity, encompassing both Persons of Kenyan Origin (PKOs) and Non-Resident Kenyans (NRKs). It emphasizes the importance of diaspora diplomacy, a cornerstone of Kenyan foreign policy, which seeks to actively integrate Kenyans abroad into national development efforts. Through efficient consular services and opportunities for participation in governance and investment, Kenya aims to leverage the expertise and resources of its global community for mutual benefit.
Recognizing the need for a collaborative approach, the policy development process actively solicits input from the Kenyan diaspora itself. This participatory approach ensures the policy reflects the diverse perspectives and priorities of Kenyans abroad, ultimately enhancing its effectiveness. The government also recognizes the importance of information access for informed decision-making. Efforts will be made to consolidate and disseminate vital information on diaspora rights, services, and opportunities.
As Kenya strives towards its development goals, the diaspora community is positioned as a key partner. By harnessing the collective talents, resources, and networks of its diaspora, Kenya seeks to accelerate progress towards national objectives while encouraging stronger connections with its global citizenry. The Kenya Diaspora Policy 2024 serves as a progressive framework for maximizing the potential of the diaspora community for the collective benefit of the nation.
