Kenya's Ministry of Health has appointed Dr. Mercy Mwangangi as the inaugural Chief Executive Officer (CEO) of the Social Health Authority (SHA).
Health Cabinet Secretary Aden Duale announced the appointment on Friday, April 11. Dr. Mwangangi assumes leadership of the SHA, which was formed to replace the National Hospital Insurance Fund (NHIF) and is envisioned as a cornerstone of Kenya’s UHC strategy. The SHA aims to address persistent challenges in healthcare financing and access.
Dr. Mwangangi brings over 15 years of experience in the health sector to her new role, with expertise in health financing, policy development, and institutional reform. Prior to her appointment, she served as the Senior Health Systems Strengthening Director at AMREF Health Africa, where she led initiatives focused on health financing and security investments across the continent.
Her work at AMREF included securing developmental assistance to enhance primary healthcare and expand universal coverage. Her career includes demonstrated abilities in health governance, resource mobilization, and strategic partnerships. She has been instrumental in driving policy transformations and financial reforms to strengthen health systems within Kenya and beyond.
The SHA was established to transform healthcare delivery and financing to ensure equitable access for all Kenyans. Dr. Mwangangi’s selection followed a competitive recruitment process involving 92 applicants, with 12 candidates reaching the final interview stages. Dr. Mwangangi is no stranger to public health leadership.
During the tenure of former President Uhuru Kenyatta, she served as Health Chief Administrative Secretary, working under then-Health Cabinet Secretary Mutahi Kagwe, particularly during the COVID-19 pandemic. Her contributions during this period included championing policies and strategies to adapt to the evolving health crisis.
The Ministry of Health voices optimism in Dr. Mwangangi’s leadership, stating, "We are confident that Dr. Mwangangi possesses the vision and expertise required to guide SHA and fulfill its critical mandate."
The establishment of SHA represents a major transition in Kenya’s healthcare system. With Dr. Mwangangi at the helm, the authority is expected to play a key role in shaping the future of healthcare in the country.
