Orengo Secures Multibillion-Shilling Development Package for Siaya After State House Visit

Siaya Governor James Orengo has signalled a new era of collaboration with the national government, culminating in a series of commitments from President William Ruto aimed at bolstering the county's economic infrastructure.
The move, announced after a pivotal meeting at State House, follows months of political friction and promises substantial investment in key sectors. The meeting, attended by a delegation representing all six of Siaya's constituencies, underscored a shared commitment to advancing local development priorities. President Ruto has pledged substantial financial support, earmarking Sh1 billion specifically for the blue economy sector.
This investment includes Sh600 million dedicated to the upgrade of Usenge Pier and associated port facilities, and Sh400 million to establish a modern fish market. Additional commitments encompass a Sh2.5 billion initiative to construct 16 markets throughout the county and a Sh1.6 billion electricity connectivity program aimed at connecting 16,000 households. Furthermore, President Ruto has announced plans to expand Odera Akang'o University and revitalize stalled infrastructure projects at Jaramogi Oginga Odinga University of Science and Technology.
Governor Orengo, previously a vocal critic of the current administration's outreach, expressed gratitude for the commitments, acknowledging the role of both President Ruto and former Prime Minister Raila Odinga in fostering cooperation. Constituency leaders presented specific development priorities tailored to their respective regions:
Rarieda: Representatives emphasised the critical need for government support in upgrading key road networks, including the Wang'arot-Kalandini Road and Luanda Kotieno Road, as well as completing the Lake Victoria Ring Road. Modernising fish markets and establishing a cotton ginnery in Madiany were also highlighted.
Ugenya: Focus was placed on enhancing infrastructure, with demands for upgrading the Got Nanga-Bar Ober Road and implementing the Ugunja-Sega-Ukwala Water Project. Revitalising the Anyiko-Ujwanga-Kathieno Irrigation Scheme to unlock 1,200 acres for rice production was another key request.
Ugunja: Leaders called for the modernisation of the Ugunja Ring Road, expansion of the local market, and the dualing of the Ugunja Highway. Accelerating affordable housing projects, constructing student hostels for the Kenya Medical Training College (KMTC) students, and upgrading economic stimulus program (ESP) markets were also priorities.
Gem: Improvements to the Bar Kalare-Siala and Yala-Anyiko-Butere roads were emphasised, along with the construction of student hostels in Gombe, Yala, and Wagai. Infrastructure development, including enhancing the Kodiaga-Sirembe-Rabango-Ratuoro Road, remained a focal point.
Bondo: The delegation proposed completing the Goye Bridge and upgrading major highways, including the Bondo-Uyawi-Nango-Liunda Beach Road and the Migwena Airstrip Road. Dualing of the Bondo ACK-Kisumu-Usenge road was also proposed to improve transport connectivity.
Alego Usonga: A phased expansion of Jaramogi Oginga Odinga Stadium was proposed, with plans to transform the facility into a comprehensive sports complex. Support for hostels at the Siaya Institute of Technology and expansion of the County Aggregation and Industrial Park were also requested. Completing the Lower Nzoia Irrigation Project to significantly boost agricultural productivity was reiterated as a crucial goal.
Governor Orengo's decision to spearhead the delegation to State House represents a notable realignment in his political stance. Previously a vocal critic of cooperation between Ruto's United Democratic Alliance (UDA) and Odinga's Orange Democratic Movement (ODM), Orengo had cautioned against aligning with Kenya Kwanza, asserting that development should be constitutionally guaranteed rather than contingent on political allegiance.
"Please come to our aid in transforming Siaya," Orengo stated during the meeting, reflecting a marked contrast to his previous calls for defiance.
His remarks signalled a willingness to navigate the existing political framework to secure resources for the county, a move observers view as pragmatic. Further underscoring this shift, Orengo acknowledged the positive impact of the Kenya Kwanza administration's Social Health Authority (SHA), noting its role in boosting revenue streams across Siaya's healthcare facilities.
"Out of 175 facilities in Siaya, we have registered 163 facilities. We are not in the big league, but you can understand initially. You know what I mean," Orengo remarked.
President Ruto welcomed Orengo's engagement, reiterating his vision for a broad-based government designed to drive development across Kenya. He emphasised the importance of national unity in achieving economic prosperity.
