Embu Governor Mbarire on the Spot Over Missing Millions

Embu Governor Cecily Mbarire is facing scrutiny over the alleged misuse of Sh184 million at the Embu Water and Sanitation Company Limited. 

The Senate Committee on County Public Investments and Special Funds on Monday, July 17, summoned Mbarire after the Auditor General raised concerns about the use of public funds at the water company during the financial year 2020/2021. The senators pointed out several issues, including discrepancies in the financial statements, underreported water and wastewater balances, and unsupported trade payables and accruals. They also expressed concern about outstanding tax arrears and asked Mbarire to ensure total remittance compliance during her tenure. 

The Auditor General's office was tasked with submitting a follow-up report. Governor Mbarire was instructed by the Kisang-led committee to provide necessary documents related to the establishment of the board within 60 days. In addition, the committee directed the governor to ensure that the accounting and finance department staff are proficient. Capacity building for current staff was identified as a crucial need.  

The directors of the company were also directed to align the firm's processes with the Water Act 2016 within 60 days. Furthermore, Governor Mbarire was instructed to ensure stricter management of the water company going forward and to address governance issues such as asset management, risk management, and internal controls. 

To address the high levels of non-revenue water, the committee directed the Auditor General to evaluate the effectiveness of proposed remedial actions. If found guilty of any irregularities, the governor and the water company's directors may face a fine not exceeding Sh5 million or three-year imprisonment or both.

Gov Mbarire came to office after the Aug 2022 elections. For a 2020/21 auditor report, it was the Gov with nine lives. BTW a Gov cannot be imprisoned for lack of effectiveness. If that was the case, more than 60% of them would be in prison.

This is going no where. As usual there will be that famous defense,"this is all politically instigated..." Behind the back rooms,they will call the governor and tell her,"wewe leta share yetu,and we shall make this thing disappear".
Till we elect men and women of integrity,and of honor,and strenghten our institutions,all of them,even schools, we shall continue to read this kind of new.Unfortunately,merely for intertainement.

What's most disheartening is that people vote for politicians because of the name. Absent her father, a wealthy lawyer and councillor, she probably doesn't get elected. Gachagua rode his brother's name and his seldom mentioned connections to Toroitich. What an overwhelming number of politicians in the Mt. Kenya area all have is an endless to steal from the public coffers. As long as they are voted in and there are no jail terms, they'll never change.

ODM stones na unjinga wa hali ya juu.They are so happy for nothing as Mbarire cannot face trial for money EATEN in 2021-she took over in 2022.The so-called senators are just searching for relevance-repeating what the auditors unearthed.The useless senate plus 39 counties should be scrapped if Kenyans are to reduce the cost of living.

Our New Kenyan Constitution Chapter Six makes it clear about the right people to be elected to lead our nation.

The former Chairperson of the IEBC Ndugu Wafula Chebukati was compromised before the election. He cleared people with challenging and questionable characters to run for an elective public office. Those people are now sitting in the cockpit flying the airplane to unknown destination. Ndugu Oscar Sudi lied about his academic education and was cleared to run. Oscar, who did not finish his Seventh Grade academic education, is among the top advisors of Ndugu Samoei.

One of the candidates with serious questionable past and negative behavior is Ndugu Samoei. Had Wafula Chebukati taken his duty seriously and refused to give permission to those people with questionable and past challenging behaviors, Kenya at the moment would be slowly getting close to the Highway that goes to paradise.

When the late Dr. Martin Luther King Junior gave his last speech in Memphis, Tennessee, he said:

"I have seen the promised land. I might not get there with you ..."
I also have a dream that Kenya will get to the promised land, but not with Samoei as the president of Kenya. When he is defeated during the forthcoming 2027 election, Kenya will eventually resume the trip again to paradise.

Well said Ndugu Imara-Suluhisho.Yes, there will come a time,hopefully in the next election where the masses will say enough of these"nonsence" We cannot elect thieves,even if they will sprinkle some crumbs our way. We have to run the government like a profitable business.As you know, if the CEO does not deliver, he/she is shown the door.We seem to take the word"ACCOUNTABILITY' very lightly.And that's why questionable characters continue to harvest where they did not sow.
You may remember one of the Mpigs said that about 40% of government officials have fake qualifications,or failed on requirements. He may have embelished the figures a little,but even if you give or take 15% off that's, a whopping 25% of officials who should not hold office,or be called Mheshimiwa.Sudi misserably falls in this category.
Yes no ACCOUNTABILITY,add that to existing punitative laws that are applied selectively.How many high profile cases have been withdrawn,or thrown out of court,or ajusdicated in valor of crooks ,since RUTO took office. Its pathetic. We can do better,and we must.

Wafula Chebukati is solely responsible for clearing people with shady characters run for an elective public office in 2022 presidential election.
Had he read Chapter 6 of our New Constitution, neither Raila nor Smoei would have been eligible to run for the presidency of Kenya.
