Kenya to Give Free LPG Cylinders to 210,000 Poor Households

The Government of Kenya has unveiled a comprehensive set of initiatives aimed at enhancing energy security and advancing the use of clean energy throughout the nation, as detailed in the recently released 2025 Draft Budget Policy Statement (BPS) by the Ministry of Treasury.

A prominent feature of these initiatives is the distribution of 6kg liquefied petroleum gas (LPG) cylinders and accompanying accessories to 210,000 low-income households. This effort seeks to facilitate the transition to cleaner energy sources, thereby decreasing reliance on traditional biomass and kerosene used for cooking.

Furthermore, the government plans to extend its clean energy program to over 600 educational institutions, fostering a culture of sustainability and environmental stewardship among younger generations. In its strategic approach to national fuel security, the government has announced plans to import and distribute an estimated 22.6 million metric tons of petroleum fuels.

Significant attention is being directed toward the South-Lokichar region, where land acquisition for oil field development is nearing completion. The government is also fast-tracking the South-Lokichar Field Development Plan, which was originally outlined under the Petroleum (Importation) Regulations of 2023.

These actions are critical in bolstering Kenya's energy independence and resilience. Additionally, the government's strategy encompasses the collection of geo-scientific data across 3,600 square kilometres to explore new potential oil and gas reserves.

This initiative aims to identify new oil fields thus reinforcing Kenya's status as an emerging energy producer. The evaluation process will target gas potential in Petroleum Blocks 9, L4, and L8, situated in Marsabit, Garissa, Lamu, and Kilifi Counties.

These energy initiatives align with broader economic and developmental objectives articulated in the Bottom-Up Economic Transformation Agenda (BETA), which emphasizes inclusive green growth. The six focal areas under this agenda include reducing the cost of living, eradicating hunger, generating employment opportunities, broadening the tax base, improving foreign exchange balances, and fostering inclusive economic growth.

In summary, the 2025 BPS outlines a strategic direction for Kenya’s energy future, prioritizing sustainability, inclusivity, and economic transformation. Through these measures, the government aims to establish a robust and resilient energy sector that supports the nation’s overarching development ambitions.
