Germany is set to introduce a revolutionary program in June 2024 that will make it easier for skilled non-European workers to seek employment opportunities within its borders.
Dubbed the "Opportunity Card," this visa option enables eligible professionals to reside in the country for up to a year while actively searching for a job. A significant advantage of this program is that it does not necessitate a permanent employment contract thereby streamlining the process of obtaining the visa. To qualify for the Opportunity Card under Section 20a of the Residence Act, applicants must demonstrate a basic understanding of either German (at an A1 level CEFR) or English (at a B2 level CEFR).
Furthermore, they must be classified as skilled workers and possess recognized qualifications from abroad. There are two distinct pathways for non-EU/EEA or Swiss nationals to obtain the Opportunity Card. The first option termed the "Fast Track for Recognized Qualifications," is available to those who hold a foreign university degree or a vocational qualification recognized in Germany or have obtained their degree within the country itself. Individuals who meet these criteria can apply for a residence permit for jobseekers, which grants them 18 months to secure employment while allowing unrestricted part-time work during their search.
The second option, known as the "Points-Based System for Other Qualifications," requires applicants to accumulate at least six points in the new system. Additionally, they must have completed vocational or academic training recognized by the country where they obtained it, with a minimum duration of two years for vocational training. Verification of qualifications can be obtained online through the Central Office for Foreign Education (ZAB). Cardholders are permitted to work part-time for up to 20 hours per week in secondary employment or participate in work trials.
If employment is secured within this timeframe but does not lead to a new residence title, the Opportunity Card can be renewed for two additional years. This innovative program offers skilled workers a simplified process for their job search in Germany. They can work in the country without undergoing a lengthy qualification recognition procedure. The Opportunity Card provides the opportunity to legally reside and job hunt in Germany for a year while working part-time for up to 20 hours per week or participating in work trials.
