The United States has taken a formal step towards creating a new “Gold Card” permanent residency programme with the submission of a key petition form to the Office of Management and Budget.

The initiative, introduced under Executive Order 14351 in September 2025, is designed as a premium pathway to lawful permanent residence, separate from existing immigration routes. The Department of Homeland Security and US Citizenship and Immigration Services have filed Form I-140G, the Immigrant Petition for the Gold Card Programme, marking the first procedural stage. 

Once approved, the scheme will allow applicants to seek employment-based immigrant visas under the EB-1 and EB-2 categories, providing lawful permanent resident status. The programme does not grant citizenship automatically but is intended to align with the standard naturalisation process under the Immigration and Nationality Act.

The Gold Card differs significantly from the traditional Green Card in both cost and structure. Applicants must pay a non-refundable filing fee of $15,000 for Form I-140G. 

They must also make substantial financial contributions described as “gifts” to the United States. Individual applicants are required to contribute $1 million per person, including spouses and children. Corporate sponsors face higher obligations: $2 million for the principal beneficiary and $1 million for each accompanying family member.

The government has also announced a “Trump Platinum Card”, priced at $5 million. President Trump has presented the Gold Card as an enhanced version of the Green Card, positioning it as a premium immigration option.

Approved applicants will complete consular processing through the Department of State, obtain immigrant visas, and then travel to the United States to be admitted as lawful permanent residents. An official application website, trumpcard.gov, has been launched to gather initial information from prospective applicants. 

The site displays a gold-coloured card featuring the President’s image and asks users to provide personal details, including their region of origin. The platform currently lists eight regions: Europe, Asia (including the Middle East), North America, Oceania, Central America, South America, the Caribbean, and Africa.
