There is nothing wrong with targeting the poor for economic growth. There is a host of economic interventions that can be directed specifically for the poor. For example. Cheap and easy loans for small scale entrepreneurs, technical training for various groups eg carpenters, fishermen, jua kali articants etc, Finding financing and supportive policies for agribusiness, supporting cash crop industries eg coffee and tea, supporting pastoralists, finding investors for industrial parks, low cost manufacturing, etc etc, nothing wrong with this folks, helping the educated folks to start internet business. Having a tax and business policy structure that is supportive for Small Scale Entrepreneurs. Nothing wrong with this at all folks. Those that are against it should pick their battles much better in my view.

The county government has been offering the local residents with small business loans to start businesses and do the things you are saying here!
