KRA Eyes Huduma Namba Data in War Against Tax Cheats

The Kenya Revenue Authority (KRA) is seeking to access Huduma Namba data in the war against tax cheats.

The tax authority wants Members of Parliament (MPs) to amend the Huduma Namba Bill to give it access to data that is beyond acquisition of legal information such as identity cards (IDs) or passports.

This access will allow the taxman to identify individuals who evade their tax obligations despite being above the age of 18.

If parliament adopts the proposal, Huduma Namba card ID holders will automatically be registered as taxpayers when they attain 18 years and be required to file tax returns. Huduma Namba will serve as KRA’s personal identification number (PIN).

Business Daily reports that while official data shows that there are 25.64 million Kenyans aged 18 and above, only 5.5 million people filed returns in the year to June.

"Huduma Namba assigned to an individual under the Huduma Act, 2021 shall serve as the PIN for the purpose of tax law," the Bill reads in part.

The proposed changes to the biometric identification scheme will allow the KRA to access the personal data of a resident individual, including biometric biographical data.

KRA specifically wants parliament to review section 5(1)(3)(c) to enable the National Integrated Identity Management System (NIIMS) database to support the issuance of a functional administrative information identifier.

“This will enable agencies to deal with specific administrative issues in their operations, for example, tax base expansion by KRA,” KRA told the National Assembly’s Committee on Administration and National Security.

I believe taxes must be paid ,but KRA must be totally overhauled if it is going to win the trust of the people. They are hopelessly corrupt. Apart from their salary, they get a percentage of the money they collect from you (a conflict of interest right there) What they do is show up at your business without warning or an appointment and demand to do an audit on the spot. You are not given time to put your paper work together.They get paid a fraction of your taxes or harass you into bribing them. A win-win situation for them. The idea is for you to bribe them and buy peace for yourself and your business. They are an economic tax terrorists in Kenya today. A criminal, immoral,hostile and ruthless tax collection agency is bad for our country.

"..Huduma Namba card ID holders will automatically.." I thought Huduma Number was done away with last year. And still, not everyone registered for the so called H. Number. So, what is KRA talking about? Like every Kenyan citizen is a Huduma Number holder? Nah!

Huduma number, identity card number, identity card serial number, birth certificate number, NHIF number, Tax identification number, driver's license are all duplications and lack of use of common sense. Let us adopt the existing identity card number for all those titles. Then call it Huduma number. Make every student in schools register and get the huduma number. Make the parents register their children who are not in school to get the number. Those babies in maternity should get their numbers in hospitals and on their birth certificates.

On the same note, let us establish Street addresses throughout Kenya. The address should appear in the profile of the individual and not the place of birth. This will make the voting register automatic and save billions of shillings that we waste registering voters every five years. Maake every Kenyan file taxes even those who have no verifiable income. That way, the government will provide help to those with not income so that they may eat food and live in a house and get bursaries automatically without queueing at their MP's offices.

BUT THIS WILL HAPPEN IF AND ONLY IF THE LEADERS WILL START CARING AND VALUEING HUMAN LIFE AND I MEAN ALL HUMANS.
