Kakamega Governor Takes Legal Action Over Alleged AI-Manipulated Ritual Video

Kakamega Governor Fernandes Barasa has taken legal action over a social media video that allegedly depicts him in a ritualistic setting, with county officials claiming the footage was digitally manipulated using artificial intelligence.

In a statement issued on Tuesday, 29 September 2026, the Kakamega County Government said legal proceedings had been initiated against DCP Deputy Party Leader Cleophas Malala and other individuals accused of sharing and distributing the video. The county said a formal complaint had been lodged at Kakamega Central Police Station as authorities investigate the circumstances surrounding the publication and circulation of the footage.

The disputed video reportedly shows an unidentified man in what appears to be a ritual setting involving a person described as a witch doctor. County officials said the footage had no connection to Barasa and was altered to falsely associate him with the scene.

According to the county government, the use of Barasa's image in the video created a false narrative intended to damage his reputation. County officials said the case also raised concerns about the use of AI and other digital tools to create or alter content involving public figures. They maintained that political debate should be based on genuine information rather than fabricated material.

The county government also referred to constitutional protections for dignity and reputation, arguing that freedom of expression carries responsibilities. It said political competition should not involve creating or distributing misleading content intended to damage an individual's character.

Residents were urged not to share the video further, with the county warning that continued circulation could spread false information. The administration also rejected attempts to associate Barasa with the conduct depicted in the video, noting his Christian faith and longstanding affiliation with the Roman Catholic Church.

The dispute comes amid a long-running political rivalry between Barasa and Malala. The two have been on opposing sides of Kakamega politics, including the 2022 gubernatorial election, which Barasa won.
