KRA Launches WhatsApp Platform for Tax Filing and Invoicing

The Kenya Revenue Authority (KRA) has launched a WhatsApp-based service that enables taxpayers to file returns and generate invoices directly through the messaging platform.

The new service is built around the Shuru Chatbot, which users can access via KRA’s official WhatsApp number. After sending a prompt such as “Hi” or “Menu”, users can navigate a range of tax services. Authentication is completed using a KRA PIN and a one-time password sent to the user’s registered mobile number.

Once logged in, taxpayers can generate invoices through the Electronic Tax Invoice Management System (eTIMS). The chatbot guides users through each step, including entering details of goods or services, quantities, and prices. A compliant invoice is then issued as a downloadable PDF within the chat.

The platform also supports additional services, including PIN registration, filing of Turnover Tax, Value Added Tax (VAT), Pay As You Earn (PAYE), rental income declarations, and applications for Tax Compliance Certificates. These functions are integrated into a single interface to reduce reliance on physical offices and separate applications.

KRA expects the service to handle up to five million filings this year, with a focus on small business owners, traders, and freelancers. The approach is intended to address challenges associated with traditional filing systems, which many users have found time-consuming and difficult to navigate. The move forms part of broader efforts to digitise public services.
