Kenya Launches Compensation Framework for Protest Victims Since 2017

The Kenyan government, under President William Ruto, has initiated a national framework aimed at compensating victims of political demonstrations and public unrest dating back to 2017.
The move, announced on Friday, has garnered cautious optimism from across the political spectrum, particularly from the opposition. Mombasa Governor Abdulswamad Nassir, Deputy Party Leader of the Orange Democratic Movement (ODM), has endorsed President Ruto's decision, calling it a "vital step" towards national reconciliation. He emphasises the need for integrity and transparency in the framework's implementation to ensure credibility and public trust.
The framework, spearheaded by legal scholar Professor Makau Mutua, who has been granted a 120-day mandate, will operate under the Executive Office of the President, in collaboration with the Attorney General's office, the Ministry of Interior, the National Treasury, and other state agencies. It will provide reparations for both civilians and security personnel who suffered injuries or fatalities during demonstrations and riots.
President Ruto has described the initiative as being in the "compelling national interest," designed to reinforce constitutional principles by balancing civic freedoms with public accountability, and restoring faith in democratic institutions.
Nassir also acknowledges ODM leader Raila Odinga's long-standing commitment to justice and the rule of law, suggesting that the framework reflects Raila's values of defending civil liberties and pursuing inclusive governance.
Political analysts view this development as a rare instance of bipartisan convergence, potentially easing tensions ahead of the 2027 General Election.
Nassir pledges ODM's constructive participation in the process, advocating for "openness, fairness, and respect for human dignity."
He expresses hope that the framework will not only bring closure to grieving families but also foster a more reconciled and inclusive national future.
