KRA Introduces Two-Stage Luggage Screening for International Arrivals
The Kenya Revenue Authority (KRA) has outlined new procedures for monitoring passengers at Jomo Kenyatta International Airport and other entry points, confirming that all luggage arriving on international flights will undergo two stages of screening.
Under the system, bags are first subjected to primary screening, a rapid check designed to identify irregularities. Items flagged during this stage are then directed to secondary screening, where advanced 3D technology provides a detailed inspection. The approach is intended to detect contraband while keeping passenger movement efficient.
KRA distinguishes between restricted and prohibited goods. Restricted items, including firearms, drones and certain medical drugs, may be allowed if travellers present the required authorisation. For example, drones must be cleared by the Kenya Civil Aviation Authority, while prescription medicines require medical documentation.
Prohibited goods, such as narcotics, are banned outright. Customs officials stress that passengers should declare restricted items to avoid penalties or confiscation.
The Authority also enforces duty-free rules. Personal belongings worth up to $2000 can be brought in without tax, but goods considered to be for commercial use are taxable regardless of value.
Large or unusual quantities of luggage often prompt further checks, as they may suggest undeclared trade activity. Passengers are advised that compliance with declaration requirements and proper documentation remains the most reliable way to secure smooth entry into Kenya.
