Raila Calls for Formation of Caretaker Government

National Super Alliance (NASA) leader Raila Odinga has called for the formation of an interim government to allow for the review of the constitution.

Speaking during an interview with Reuters on Tuesday, Raila said the caretaker government will run the country for a period of six months while the constitution is amended to reduce the authority of the president.

Raila indicated he is ready to engage President Uhuru over constitutional changes that can lower possibilities of violence from minority groups who feel left out of power.

"A pure presidential system enhances ethnicity because each community believes that they are not safe unless their man is at the top," Raila said in the interview in his office.

He added: "We had a new constitution that we enacted in 2010; we think that now it is time to revisit it."

The Orange Democratic Movement (ODM) party leader said the review will focus on strengthening institutions and cut powers held by the President.

"A constitutional review could strengthen institutions like the election board and cut down the powers of the presidency, he said.

"We think that maybe six months will be required to carry out all these changes that we need in this country."

President Uhuru was declared the winner of the controversial October 26th repeat presidential election boycotted by the opposition leader. He will however wait for the Supreme Court to determine petitions filed before it challenging his re-election. If the apex court validates his victory, Uhuru will be sworn into a second term in office seven days after the courts delivers its verdict. The country will go for a fresh election within 60 days should the court nullify his win.

Its like every time he is about to get to that Bondo Express he goes, " Wait a minute this trick will do it, I have to try it." The bus driver is complaining, "Baba you have ran out of ideas, please lets go."

Fool. You get elected to be a President through the ballot. Get over it Rao and let Tano Tena run his team. Thought you were the one who championed the change constitution years ago, and now you want to change it to suit you??? A contry like USA has never changed its 1776 constitution yet you think Kenyans will be going to the referendum every 5 years. Only fools don't concede defeat

Slowly comming back to his senses. After all no votes were stolen, we lost because we are the minority. We dont have the numbers. Amend the constitution to accomodate us

What amazes me is the many followers, otherwise rational, who takes him for every word without questioning. If this is not the definition of a cult, I don't know what is.

@NANI.You are right. There is an abscess of critical thought among NASA supporters.Even when he suggests something that is obviously not good for his supporters. They continue to support it.Like damn sheeps. It is a very sad situation. My question is, where are the leaders(grown ups) in the Kenyan Opposition that can lead the folks in NASA in more Peaceful and Development conscious directions?

You all know that uhuruto stole stole and the servers are locked till now. The illegal re election was a sham and only 27 % participated. Uhuruto should be ashamed. And some fools need to know that constitutional amendment is not constitutional change or overhaul.Uhuru cannot force himself to be President.

Punda Mulia. A donkey has a better brain that you Raila. Where have you been; did you just wake up from a dream? Kenya has an elected President. There is no space for caretaker government. And you keep lying to Kenyans that you are not after Nusu Mkate. Your kingdom shall be Bondo my friend.

But isn't that for wananchi to decide? Raila has no leg to stand on when it comes to legitimacy. Look at what happens one Luo politician tries to defy him. We need a change in Kenya but Raila is the lesser of two evils..

@Nani. That MBINGU is guest1's other handle. Don't try to reason too hard with her. I outed her yesterday when I commented about her discovery turning off the CAPS, then the response came back from Guest1. She forgot to change the handle.

Your insults of punda mlia mini wewe. Those kind of insults just show how much cow-dung is in your empty head. Those insults man nothing. Also learn some english......caretaker government does not mean power sharing. Let the supreme Court do their job.

Mzungusho tu. Mara boycott, sijui interim au caretaker gova. Mara we will swear baba prezzo, halafu we won't allow Uhuruto sijui nini. Kweli baba umenoa and you know it. Umezunguka ukarudi mwanzoni. Let Supreme Court do its job and we find out if it is debe in another 60 days au swearing in Uhuruto. Iyo ingine ni mshuto yako na wagondi wako.

Baba stop dictating to UK because you are just wasting time.Concentrate on demanding for a free and fair election . The sooner the better .Soon people will grow tired of your antics and you will be talking to yourself. If you genuinely won the August élections then you need to forget about caretaker government or even nusu mkate.Only a fair election will determine the real occupant of statehouse.

Caretaker government can only be formed on hyacinth forest on lake Victoria by the rebel terrorist leader aka fake Joshua. On the horizon he can get checked by Mu7 and on the other side by Mafuguli

Is that what RAO had in mind for the 3 times he has tried to be president? That its time for his tribe to rule...Wow.
Call me stupid or naive, but I dont think Uhuru was running for the kikuyus, and neglecting other tribes/counties.Other tribes voted for him too, based on what they see as maendeleo. He knows how risky it would be to Kenya ,for him to play the "tribal card".Mind you a president will never satisfy all citizens. At least lets rally behind him, give him all the support, and see what he can do for the country.
The only problem I have with Jubilee is its failure to rein in corrupt officials.
And yes we could do better.Especially if we could stop the wranglings ...

Maxiley, for this reason, I strongly support the creation of an opposition post within the executive for the person who comes in second in the presidential elections. This is not for Raila but to ensure that the opposition does not poison the well every time they lose an election. A little bird tells me that the current battle has nothing to do with elections but government tenders.
