IEBC Approves ODM MP's Push to Split Kenya into Two

The Independent Electoral and Boundaries Commission (IEBC) has given Homa Bay Town MP Peter Kaluma the green light to continue with his push for a referendum seeking to pave the way for splitting of Kenya into two countries.

Responding to Kaluma's draft bill seeking to have the Constitution amended to redefine Kenya's territory, IEBC Chairman Wafula Chebukati said the MP can continue pursuing the matter, but must do it within the dictates of the law.

Kaluma had submitted a Secession Bill to the IEBC last week, asking if the commission could set up plans to hold a referendum to make changes to the Constitution to split the country.

“A referendum question on an issue other than that contemplated in Articles 255, 256, and 257 of the Constitution shall be decided by a simple majority of the citizens voting in the referendum,” Chebukati says, citing the new clause introduced to Section 54 of the Election Act.

“Upon review, the commission is of the considered view that the proposed Bill is entirely within your purview in terms of the aforementioned provisions of the law,” Chebukati adds.

Kaluma wants Kenya broken into two new countries, the People’s Republic of Kenya and Central Republic of Kenya.

“It is proposed to amend the Constitution of Kenya 2010 under 255(1)(b) and (2) of the Constitution as read together with Article 5 of the Constitution to redefine the territory of Kenya and allow for the creation of two new countries,” reads Kaluma’s draft as quoted by the Star.

This is laughable to say the least. Central Republic of Kenya which according to Nation newspaper does not include Nairobi. Peoples Republic of Kenya. So why do they want Rift Valley if they feel 2 tribes have been ruling Kenya for over 50 years? Do they want to be ruled by Kales exclusively not Kikuyus? Upuzi mtupu and operating on tax payers money as they push their nonsensical agenda in Parliament.

@NewCountry. In any case that go court there are losers and winners. NASA won 8/8 petition but that does not mean they will be winning every case. What happened to 25th when they were expecting the election will be stopped. The judges did not show up. NASA know they cannot win any elections that why they are trying to use the back-doors to get power

Unity is strength. Must Raila become president by all means even if it will be for the Lakeside Region only? Because he doesn't have the numbers to defeat Uhuru, then that looks like the only way to go. What will happen after him, will that region ask to come back to Kenya?

Just thought I should chime into this conversation with the following facts...
-the poorest county in Central Kenya, Kirinyaga, records a significantly larger GDP than the the combined output of the three Luo nyanza counties of Kisumu,Siaya and Homa Bay.
-Anecdotally, Kikuyus in the diaspora send the most remittances for investment purposes.
What will change to make the current crop of luo leaders and citizens more development conscious in the newly seceded state? The southern Sudanese seceded and they have oil, lots of it.

Okay, I need help here; reading the story on Nation, the reason Kaluma gives for secession is that these (40 counties) regions have been discriminated upon by successive governments. These include all the counties in Rift Valley. ??? Show me how Baringo fits in that definition for 24 years between 1978 and 1992. Instead of wasting so many words while the real goal is a proposal
for ethnic cleansing and kyuk isolation, Kaluma call a spade a spade, then we move on from there. And at Mbingu - if that is the real intention - oh yah, my blood pressure is rising. Be careful what you wish for.

As I read it from other newspapers he wants 40 out of the 47 counties to secede. That means Ruto will be the president of that nation because he has the numbers. Kales will rule them for the next 200 yrs. Ruto is a very brave man and he will not entertain that nonsense from Raila & Orengo

Assuming the split would materialize, the Peoples Republic of Kenya will be ruled by Kikuyus and Kalenjins. Go figure. Then, a new referendum by the Central Republic of Kenya will force Peoples Republic of Kenya to enjoin with Central Republic of Kenya. Go figure again. Do not delude yourself, that there is any morsel of similarity, between Raila and Mandela. The former earns his fame from trying to ostracize a community or two, in attempt to capture power; the later earned his fame for unifying all SA communities, and being the leader was inevitable. How will we really know if the majority of Kenyans want secession unless we have a referendum?
Just like when the constitution was being promulgated, we should do same with secession.And settle this issue once,and for all.
What concerns me most is that RAO says that he personally does not "support" secession,but in away he is OK with his followers agitating for it.Being president is his personal ambition as well but he is at liberty to ask his followers to support him on that... I ask RAO to start preaching unity,and forcefully denouncing secession in his speeches.And yes Iam a supporter of fair elections.How will we every know who is right when one side says it is fair elections,and the other side says it is not fair elections.How do we solve this "stalemate".Solomon ?

Nasa is a very competitive place now, the elites are knocking each other off to please Rao (who will mess with an angry king anyway?). Each is yelling blue murder at the top of their voice to outdo another before baba's eyes. That explains the helter-skelter situation. Worshiping gods dictates you give everything including what is not yours. Back to the subject of the day.
If a constitution provides for secession or split into two, what of the two "countries" does that constitution stand for-none. It will cease to be a constitution period. A constitution does not exist in isolation, it must belong to a country(Kenya for this matter). IEBC is IEBC of Kenya and there is no IEBC without that Kenya. IEBC does not define Kenyan boundaries (it defines boundaries within Kenya). Counties do not make up Kenya, the counties are counties in Kenya. The county boundaries are not even 10 years-Kenya is 50 plus. And finally, the boundaries of Kenya are not drawn in # 2 pencil or erasable markers (that you can just erase) on a piece of paper.

If what is happening in Kenya is a microcosm of what would happen in other african countries that are democratically young( that is if youth is the problem), africa will never politically unite in 500 years.
Since independence, we are supposed to be progressing socially,and fostering unity,but the reverse seem to be order of the day.
What is so hard about uniting if well all want unity? surely UNITY means same thing to all Kenyans. Iam united.

Raila want to die having been a president of something. He is a desperate man. Now that he knows he has lost more than he bargained for he want to fulfill a dream . that is why he is loitering all over the globe looking for sympathy, but where he is going those countries have their own domestic problems USA and UK .
