Court Freezes Transport Ministry Official's Sh62 Million Unexplained Wealth

The High Court has issued orders for the freezing of assets worth over Sh62.3 million belonging to a senior Ministry of Transport official.
This followed an application filed by the Ethics and Anti-Corruption Commission (EACC), which accuses David Kinyae Isika of accumulating illegitimate wealth totaling Sh186.1 million over a period of seven years and five months.
Isika, a Senior Deputy Director at the supply chain management department at the Ministry of Transport, is alleged to have used his position to confer over himself procurement opportunities in tenders awarded to his family companies. He is believed to be a beneficiary of economic crimes alongside his son Bruce Isika Kinyae and companies owned by his family.
The frozen assets include six parcels of land worth Sh26.3 million, six high-end vehicles worth Sh29.6 million, and cash deposits worth Sh4.9 million in a bank account of a company associated with him. EACC also recovered Sh1.5 million in cash during a search at his residence.
EACC is investigating Isika and his family for the seven-year period between January 2014 and June 2021, during which his total income was Sh5.9 million.
Isika, his wife, and son are also under investigation on how they acquired over Sh233 million paid to companies owned by their family from different government ministries.
“Investigations established a scheme to conceal the unexplained assets through family members, business fronts and corporate entities,” EACC said.
The assets will remain frozen for the period of hearing of the matter currently before Justice Esther Maina. The matter will be mentioned on January 25th.
