IEBC Expands Kenyan Diaspora Voting to 26 Countries for 2027 Elections
The Independent Electoral and Boundaries Commission (IEBC) of Kenya has announced a significant expansion in the voting rights of Kenyans living abroad, increasing the number of countries where they can vote from 12 to 26. This development, effective ahead of the 2027 general elections, marks a substantial step in enhancing the political participation of the Kenyan diaspora, which numbers over three million globally.
IEBC chairperson Wafula Chebukati confirmed the expansion during a press conference in Nairobi on August 23, 2026. "We are committed to ensuring that every Kenyan, regardless of their location, has the opportunity to exercise their democratic right to vote," Chebukati stated. "This expansion is part of our broader strategy to enhance electoral inclusivity and transparency."
The countries newly included in the diaspora voting program are the United Arab Emirates, Qatar, Saudi Arabia, Canada, and several European nations. The decision follows extensive consultations with the Ministry of Foreign Affairs and key stakeholders in the diaspora communities. Kenya's Cabinet Secretary for Foreign Affairs, Musalia Mudavadi, emphasized the importance of this move in fostering stronger links between Kenya and its diaspora. "Our citizens abroad are an integral part of our nation, and their involvement in the electoral process is crucial," Mudavadi remarked.
According to the Kenya Diaspora Alliance, a leading organization representing Kenyans abroad, the expansion will potentially allow over 500,000 more Kenyans to participate in the 2027 elections. The alliance's chairman, Shem Ochuodho, welcomed the announcement, noting it as a victory for diaspora advocacy. "This is a testament to the persistent efforts of the diaspora community in seeking greater involvement in the governance of our motherland," Ochuodho said.
The IEBC has outlined specific procedures for diaspora voting, including the requirement for eligible voters to register at designated Kenyan embassies and consulates in the participating countries. Registration is set to commence in January 2027, with the commission targeting a registration rate exceeding 70% of eligible voters. The commission's secretary, Marjan Hussein Marjan, highlighted the technological improvements facilitating this expansion. "We have invested in secure electronic systems to ensure that the registration and voting processes are both seamless and credible," Marjan affirmed.
This policy change follows the enactment of the Elections (Amendment) Act 2025, which provided the legal framework for expanding diaspora voting. The act mandates the IEBC to ensure that diaspora voting is conducted transparently and securely, aligning with international best practices. The commission has collaborated with international electoral bodies to adopt effective measures that prevent electoral malpractices.
In the 2022 general elections, diaspora voting was limited to 12 countries, with only 10,000 Kenyans participating. The expanded framework aims to significantly increase turnout, reflecting the growing political engagement of Kenyans abroad. The IEBC's initiative underscores the government's recognition of the diaspora's role in national development, as remittances from Kenyans abroad constitute a substantial portion of the nation's GDP.
As preparations for the 2027 elections advance, the IEBC's decision is expected to galvanize the diaspora community's involvement in the electoral process, potentially influencing election outcomes.
