An international election observer mission from the United States has called on the Independent Electoral and Boundaries Commission (IEBC) to carry out proper tests on electronic systems before the elections to avoid potential technology failure.
US observer group, Carter Center Election Observation Mission told the Electoral Commission that proper functioning of the Kenya Integrated Elections Management System (KIEMS) network will be crucial in delivering free, fair and credible elections.
The observer mission said that proper operation of KIEMS network will be key in delivering a successful electoral process and asked IEBC to conduct a simulation test of the kits to ascertain their functionality.
“While the IEBC has taken efforts to correct inaccuracies in the voter register identified by an independent audit, inaccuracies persist, including a high number of deceased voters on the register. The IEBC has correctly argued that the biometric voter identification system is designed to prevent any malpractice on Election Day,” they said.
The Carter Center, which was founded by former US President Jimmy Carter, said that former US Secretary of State John Kerry would be arriving in the country next week to lead the team of 60 observers.
In their pre-election statement, Carter Center commended IEBC on its preparations, saying that despite the new team being in office for only eight months; it had made notable strides in pursuit to deliver the election.
The observer group however faulted Wafula Chebukati-led Commission’s communication with other election stakeholders and recommended it to increase transparency and communication with electoral stakeholders and the general public.
