President Uhuru Signs Bill Allocating Sh341 Billion to Counties

President Uhuru Kenyatta has on Thursday signed into law an Act that gives the guidelines on the equitable distribution of the national revenue for each of the 47 counties.

This will mean that in the 2017/2018 financial year, all the 47 counties will be allocated a total of Sh341 billion, which will include Sh302 billion of equitable share of national government revenue and Sh23 as conditional grants from the national government, with Sh16.4 billion in conditional allocations from loans and grants from development partners.

The County Allocation of Revenue Act 2017 specifies what each county will get from the national cake on the basis of the revenue sharing formula approved by Parliament.

It further sets out details of conditional allocations from national government which include; conditional grants for level 5 hospitals, special purpose grants supporting construction of county headquarters, allocations for development of youth polytechnics, conditional allocations to compensate county health facilities for forgone user fees, conditional allocations for leasing of medical equipment, Road Maintenance Fuel Levy Fund and maintenance of county roads.

Nairobi County will get the lion’s share of Sh15.402 billion, an addition of Sh1.3 billion from last year’s allocation, while Turkana will receive the second highest share of Sh11.307 billion.

Kilifi (Sh9.95 billion), Kiambu (Sh9.96 billion), Kakamega (Sh9.93 billion) and Mandera (Sh9.73 billion) are other counties who received a substantial share of the national cake.

The Act also provides limits of recurrent expenditure for county assemblies and county executives in each of the counties.

I PRAY FOR THE DAY THAT THE MEDIA WILL HOLD THE COUTIES ACCOUNTABLE. SURELY, THEY ARE SO MUTED ON WHAT THE GOVERNORS DO OR DON'T DO.
INSTEAD OF CALLING THE GOVERNORS TO REPORT WHAT THEY HAVE DONE, THEY SHOULD GO TO THE GROUND AND INTEROGATE wanjiku AND FIND OUT IF ANYTHING HAS BEEN DONE TO MAKE HER LIFE BETTER.
IT'S A SHAME TO NOTE THAT THE CLASS I ATTENDED TO 30 YRS AGO IS THE SAME TODAY. I MEAN DESK AND ALL. NO PLASTER NO PAINT NOTHING.
HOW CAN WE THEN SAY THAT ANYTHING HAVE BEEN WORKING. MORE THAT HALF THE SCHOOL WAS BUILD IN OUR PRESENCE, WHERE DID THE MONEY COME FROM? WE HAD FREE BOOKS? THOUGH WE LEFT THEM IN SCHOOL THERE WAS AT LEAST ONE BOOK PER 2 STUDENTS.
THE WHILE OF KENYA IS CAVING DOWN FROM THE GROUND UP NOT THE OTHER WAY.
SO IF ANY SERIOUS JOURNALIST WANT TO A DRESS THIS PROBLE, LET THEM SEND PEOPLE TO THE GROUND A'S THEY ARE FOR THE CAMPAIGNS.
LET'S INTERROGATE THESE LEADERS WAY AHEAD OF THE ELECTIONS. WHERE DO THEY LIVE, DO THEY EVEN KNOW THEIR CONSTITUENTS, WHAT CHANGES ARE SEEN, DON'T GIVE THEM TIME TO TELL AS ABOUT THE CHANGES WHILE IN A WELL MANICURED STUDIO IN NAIROBI.
REPORTING HAS TO CHANGE AND SO DO ACTVISM. WHY ARE ALL THE ACTIVIST IN THE CITIES, WHERE ARE ATROCITIES AND IN QUALITY FOUND.
IT'S IN THE SUBURBS. IT THERE THAT THE MONEY MEANT FOR THE ELDERLY IS GIVEN TO SOME WHILE OTHERS ARE OVERLOOKED.
WHO WILL DARE SPEAK FOR THEM ? . DO WE EVEN FOLLOW TO SEE IF THIS MONEY MEETS THE TERGET.........
. WE MAY CHANGE THE GOVERNMENTS AS OFTEN AS WE WISH BUT IF WE DON'T AGITATE FOR CHANGE. IF WE DON'T ASK FOR IT NOT AS A FAVOR BUT A SERVICE WE DESERVE, IF WE DON'T INSIST THAT OUR CLASSES BE CHANGED , .....IT'S WE, WE ARE THE GOVT, NOT THOSE WE ELECT, THEY WORK FOR AS OR DO THEY????
WE NEED TO WAKE UP, we have the power.
WE FAITH WE NEED TO NOW GO OUT AND DO THE WORKS. LEST OUR FAITH BE DEAD!!!
HOLD THE ACCOUTABLE, DON'T LET THEM BE COMFORTABLE! !! THEY WORK FOR YOU!!!
