No Huduma Namba No Passport, Immigration PS Gordon Kihalangwa Declares

Immigration Principal Secretary Gordon Kihalangwa has warned that Kenyans who fail to acquire Huduma Nambas will be denied passports.

PS Kihalangwa says the Immigration Department will be relying on the National Integrated Identity Management System (NIIMS) to issue the travel documents.

The official argues that anyone applying for a passport will be considered a non-Kenyan if they are not listed in NIIMS.

“If you are not in NIIMS and you are applying for a passport, we will know very well that you are not a Kenyan,” says Kihalangwa.

NIIMS is a population database that will be created after the ongoing mass biometric registration of Kenyans.

Upon registration, every person aged above six years will be issued with a unique identification code dubbed 'Huduma Namba.'

Kenyans on social media have, however, slammed Kihalangwa over his warning, stating that the registration drive is not mandatory as ruled by the court last week.

@RookieKE says:"Will KRA also show up and say those who don't have Huduma Number won't be able to pay taxes? Cos we are here for that."

@scheafferoo tweets: " So @ImmigrationDept this is illegal and unacceptable. You cannot deny Kenyans services because they didn't and won't register for NIIMS. This is illegal. Illegal. ILLEGAL!!!!"

@RasnaWarah notes:" This is blackmail. We must resist. Reminds me of the hut tax, when colonialists, after grabbing the land, imposed a tax on the original occupants, and those who refused to work (work meant paying the tax) for the colonialists were tortured. Colonialism 2.0."

@ayieko_nyakoyo posts:"Threatening Kenyans to register for this rubbish won’t put food on our tables."

@MaragaDv tweets:"That is complete Rubbish ! We have LAWS in this country , we will not be ruled at the whims of men."

@Mderick_poses:"So the court order was just music?"

@_PKim_says:"/If it's worth it, why threaten Kenyans on registering?! For me #ImNotBoarding . The court made itself clear on this."

@msaghulwa notes: "Why are threats being used?If it is good thing then we don't need coercion."

@moabikar poses:"What is wrong with is country, Court orders have no meaning or sway whatsoever."

Someone needs to read loud to Immigration Principal Secretary Gordon Kihalangwa what the court ruled last week. More so he should be busy dealing with corruption in his department.

True. This is intimidation and harassment! Huduma number is not in the Kenya's constitution, hence, it's forceful implementation is unlawful! Uhuru has not signed a Huduma bill into law and indeed the courts have deemed it unlawful. Kwani what is the proportion of of the population in need of passports in kenya? Perhaps 5%. No one is above the law.

Why don't you deny passports to goverbnment thieves who have continued pilfering the covers of our government. Such do not need passports, and may qualify to be non-citizens. Moreover, what did the courts say about this registration exercise, Mr. Maharagwe?

Don't be so sure your info is safe and won't be used for fake passports. Visit Nyayo house and see how many people will ask you for a little something even in the vip passport section - yes there is such a thing.

We must say no to modern day colonialism. Who is funding to get Kenyans private information? Is it the same people who maimed, sodomized, raped, castrated, hanged and killed our forefathers? Mr. Kihalangwa, it does not matter how much bribe is in your pocket- slow down . Kenyan's will not be forced to submit to colonialists through your fake policies. Kenyan's are awake.

"HUDUMA" number is a modern highway robbery "Kipande" to be used as the "Kipande" was used to steal Kenyan's resources, to restrict their movements and to deny them privacy and God given rights. The colonialists-Edormites are desperate (using our leaders-as home guards like Kihalangwa to force our people to submit) to this Kipande system. There are no new colonial systems; just polishing old tricks. Kenyan's must say No to the modern day "Kipande system ".

If you already have a pin, isn't this a duplication of effort and a waste of resources. Will you still ne able to pay taxes without a huduma namba?

i understand diaspora new passport application are not being processed in time to avail return allegedly Applicants are being forced to toa kitu kikubwa some say have to cause to avoid losing their tickets or unable to return to their jobs in time
If immigration works like Police department, then Kihalangwe must be a beneficiary too . I wonder where Matiangi stands . The guy we were too hopeful would clean up immigration department . NO kenya remains a dirt country
