Kenya Schools to Observe 8am to 3:30pm Learning Hours, Ogamba Says

Kenya’s Education Cabinet Secretary Julius Ogamba has reaffirmed that the official learning day in schools runs from 8am to 3:30pm, with co-curricular activities continuing until 4:45pm.

Speaking in Parliament on 19 August, Ogamba said the timetable applies to both public and private day schools. He said learners may arrive before 8am, but no school may require them to report before 7:15am.

The requirement is set out in Regulation 84 of the Basic Education Regulations 2015, which states that no day institution of basic education and training may require learners to report earlier than 7:15am. Ogamba said the period between 7:15am and 8am is optional and is intended to allow learners who arrive early to settle and prepare for the school day. Schools cannot make attendance during this period compulsory.

The clarification follows widespread practices in which some schools have required learners to arrive as early as 5am for remedial lessons or morning duties. Some school administrators have cited the need to cover the curriculum, while some parents have supported early arrival because of work schedules and traffic.

The Education Ministry is seeking to ensure that schools comply with the regulations and do not impose excessive hours on learners. Ogamba also addressed concerns about discipline and learner welfare following unrest in several schools during the second term. He told MPs that the ministry had allocated resources to help prevent further violent disruptions.

He reminded Boards of Management of their responsibility to maintain hygiene standards and ensure that learners’ welfare is protected during school trips and other activities outside school premises. The reaffirmation of school hours sets clear limits on when learners can be required to report and when formal learning should take place. Schools will now be expected to align their timetables and practices with the regulations.
