Former Jubilee Strategist Drafts Bill to Expunge Four Nyanza Counties from Kenya

A voter wants four counties in former Nyanza Province expunged from Kenya. Dr Washington Makodingo, a public policy expert affiliated to President Uhuru's Jubilee Party, has drafted a bill that seeks to have four counties of Siaya, Kisumu, Homa Bay and Migori thrown out the Kenyan territory.

The Bill also proposes that Kuria West and Kuria East constituencies, which are currently under Migori County, shelved from Migori and into a new Kuria County. The two Kuria regions have constantly aligned themselves with Jubilee.

Makodingo argues that the four Nyanza counties obeyed calls by opposition leaders to boycott and block the October 26th repeat presidential election and have been calling for seccession.

“The residents of these constituencies have continuously expressed their wish to be excluded from the territory of Kenya. The objective of this Bill is therefore to amend the Constitution to grant these residents their wish by excluding them from the territory of the Republic of Kenya,” Dr Makodingo argued in the draft Bill to be tabled to Parliament.

The new bill comes after Homa Bay Town MP Peter Kaluma drafted a similar Bill seeking the secession of 40 out of the Kenya’s 47 counties .

“Every person who was a citizen immediately before the effective date retains the same citizenship status as of that date except for citizens who, within ninety days of the effective date, choose to renounce their citizenship owing to their former counties no longer being within the territory of Kenya,” part of the Bill by Dr Makodingo reads.

Mokodingo has previously worked as a strategist for Jubilee Party.
